Present state of corruption in Bihar
In order to assess the state of corruption in Bihar the first question that pops up is: Who has been most corrupt in Bihar’s different spheres of life? In our previous article, we compiled a data set for some state governments of India but even after drawing 500,000,000 data points the state of corruption is still quite low. Let us now examine how corruption was done in Bihar in order to understand what is required to eradicate corruption in Bihar.
1.Police)
In Bihar police is regarded to be the largest proportion of the state’s vulnerable class. Recent survey show 43% Indian police officers earn nearly 40% of the total gross income of the state. People then enter the office with hopes of being let in the "enter the I.G. circle".
2.Government (n=32% of Bihar)
Government seems to be greedy in overall purpose. In the 2012 Bihar Chief Minister made Bihar don’t ask for anything, except for money. For allocating government resources at the highest rank, many officials on the basis of availability of money are asked by those in higher ranks.
3.Business and other business
The recent fire in the minority community office is simply an illustration of how the officials there thought that they were in certain authority which they did not have.

This percentage shows that if they were serious of this official’s job, there was a way to get out of it more effectively.
5.Healthcare (n=17% of Bihar)
These figures have created a whole new challenge. The Bihar government has shown a massive discrepancy in financial and nursing services in Bihar, as well as healthcare sector reforms.

As per NHISA, Bihar’s government has given its students a lot of interest. 6% of the total expenditure is being spent on education. However, it is evident in Bihar that only 12% students have access to internet and IT centers.

Every year, Bihar builds projects but very few don’t get completed on time because of supply chain weaknesses.
8.Police and government health services
Despite the position of Bihar as the second largest producer of steel in India, the state doesn’t produce or supply computers. As per Bihar’s Ministry of Home Affairs, out of 200 computers produced in Bihar of such age 1% are distributed to government officials.

In Bihar office decorations are (fastly) shifting. Even though state has about 100000s of schools that lacks standard furniture and architecture is thoroughly beautiful and decent, almost all building of the buildings get demolished. Everywhere, people are remodeling according to their lifestyles. In fact, Bihar has one of the most respectable state buildings in India with expensive plumbing, lighting, and exposed power.
10.Social:
People have been making claims to their dependents that the government should implement the devolution formula.
As we have said before, much of the world is hungry for personal income from the government. Everywhere, the government seems to be indifferent to the public’s basic safety and secureness. Bihar has been built from the very beginning as a democratic society but almost everything indicates this is not the case.
Many provisions in Bihar are still utilizing immense funds for vanity projects and projects which at the expense of the increased number of bureaucrats. People are going through extreme hardships in attaining financial benefits as well as to promote their businesses. Growth and development are as a result of political sponsorship and corrupt governance.
Many of the times, simple school development projects have experienced to be done in spite of the ridiculous amount of bureaucracy we get.

Yes, citizens or taxpayers are willing to donate a reasonable amount of money for every similar project when they don’t have to pay for it. In Bihar situation at large is that, if money is contributed then bureaucrats will ask for more money or “after election cycle”.
Who is it that caused all this corruption?
In the ever increasing defamation of the corrupt group of individuals or the outgoing political elite; bureaucracy should take the responsibilities.
The “law enforcement” had a big part to play as well.
If tenure and local government bodies were abolished so this kind of corruption could be changed very easily.
